Foreign Office to Colonial Office,
Foreign Office, January 27, 1911. I AM directed by Secretary Sir Edward Grey to acknowledge the receipt of your letter of the 6th instant, enclosing copies of despatches which have been addressed to the Earl of Crewe by the Government of Hong Kong, respecting the control of the traffic in opium, morphine, and cocaine in that colony.
I am to state, in reply, that Sir E. Grey has received from the Board of Trade a copy of their letter to your department of the 21st instant, and that he concurs in the views therein expressed. Mr. Harcourt will doubtless not have overlooked the fact that it is proposed that the question of morphia and cocaine shall be gone into at the approaching Opium Conference, and until then it seems undesirable to take action.
